What kind of machine is that in the left background? I don't think I've seen one before

It's a portable drill, rather like an advanced radial arm drill. It has a wheeled base. On the end of the lifting arm the drill head can freely rotate (and lock). For example, it can drill out rivets or stay heads anywhere on a boiler. It's been used to drill out the worn main boom pin on the forklift. It may see use on HC 38's boiler work.
